"Not hardly."

Merriam-Webster defines "hardly" as "used to emphasize a minimal amount." So "not hardly" would mean, apparently, that one is referring NOT to a minimal amount, but to a GREAT amount. So apparently it WAS a large catastrophe, and/or quite tragic.

Hear that whirring sound? That's William Strunk Jr. and E. B. White both spinning in their graves.
